Psukim

Two of the psukim that we had to learn (Vuv and Tes) are really just repeating what was said a few psukim ago. About not glorifying the poor person and oppressing the stranger. I looked at them and I realized that Tes is really the rashi on that other posuk about that. So why did rashi commentate on the first one if he knew that it was explained in the next few psukim?
